
The Department of State Services (DSS) has charged the former governor of Kaduna State, Nasir El-Rufai with illegally bugging the phone of National Security Adviser Nuhu Ribadu.
The charges, issued early Monday in Abuja, include three counts under case number FHC/ABJ/CR/99/2026.
The first count accuses El-Rufai of admitting on Arise TV’s Prime Time Programme on February 13, 2026, that he and others unlawfully intercepted Ribadu’s phone communications, violating Section 12(1) of the Cybercrimes Act, 2024.
The second count states that El-Rufai acknowledged knowing certain individuals involved in the interception without reporting them, violating Section 27(b) of the same Act.
The third count alleges that, in 2026, El-Rufai and unknown others used technical equipment to compromise public safety and security by intercepting Ribadu’s calls, which he admitted during the interview, and this act contravenes Section 131(2) of the Nigerian Communications Act 2003.
